Narodowy Program Foresight POLSKA 2020

On 17 November 2008 at the office of the „Rzeczpospolita” daily a debate entitled „Scenarios for Poland – results of the National Foresight Programme Polska 2020” was held.

In September 2008 a meeting of the Steering Committee was held. The meeting was attended by representatives of the Interdisciplinary Team for the National Foresight Programme and by representatives of: the Polish Academy of Sciences’ Institute of Fundamental Technological Research, Pentor, the Suport Group and the Foresight Department of the Ministry of Science and Higher Education.

In July 2008 the second round of the expert Delphi survey carried out within the National Foresight Programme Polska 2020 ended.

We would like to kindly invite you to read the programme and schedule of training courses organized by UNIDO within „The UNIDO 2007 Training Programme on Technology Foresight*” this year.

At the end of February and beginning of March 2008, works took place on pilot survey of theses developed for the full expert Delphi survey.

On 21 January 2008 at the Ministry of Science and Higher Education a meeting of the Steering Committee of the National Foresight Programme "Polska 2020" was held.

The formulated Delphi theses are currently consulted with members of the Main Panel and the Coordinating Committee.

On 20 December 2007 at the Łódź University of Technology a meeting of experts of the Technology Group working within the research area “Sustainable of Poland” was held.

On 10 December 2007 at the Finance and Management University in Warsaw the next meeting of the Socioeconomic Group was held. The meeting was attended by managers, secretaries and representatives of the Thematic Panels: "Quality of the life", "Environmental policy integration with sectoral policies” and “Sustainable development of regions and areas", and of the Research Area Panel “ Sustainable development of Poland” as well as by Prof. Anna Rogut from the University of Łódź, who specialises in the Delphi methodology.

On 3 December 2007 at the Institute for Ecology of Industrial Areas in Katowice a meeting was held of the group "Environmental protection and natural resources" composed of representatives of the following thematic panels: Sources and use of energy resources, Key Environmental Problems, Technologies for environmental protection, and Natural resources.

On 26 November 2007 at the Finance and Management University in Warsaw a meeting of the Socioeconomic Group was held.

On 19 November 2007 in the Institute of Fundamental Technological Research of the Polish Academy of Sciences a meeting of the Main Panel of the National Foresight Programme Polska 2020 was held.

On 13 November 2007, the next meeting of the Thematic Panel "Civil Society" was held.

On 16 November 2007 at the Institute for Operation Technologies of the State Research Institute a meeting of the research area panel "Sustainable Development of Poland" was held.

On 13 November 2007 in the Ministry of Science and Higher Education a meeting of entities implementing the National Foresight Programme "Polska 2020" and sectoral and regional foresight projects was held.

The Thematic Panel "Access to information" managed by Prof. Adam Grzech has compiled its list of macro-priorities and proposals of theses for the expert Delphi survey.

On 7 November 2007 at the Poznań University of Economics a meeting of the thematic panel E-Business was held.

On 15 October 2007 at the Institute for Chemical Processing of Coal in Zabrze a meeting of experts of the Thematic Panel “Sources and use of power resources” was held.

From 22 to 26 October 2007 in Taipei, Taiwan, the STPI Technology Foresight Training Workshop and the International Seminar 2007 were held.

On 27 September 2007 in the Kinoteka hall of the Pałac Kultury [Palace of Culture], a seminar "Future trends for Poland until 2020. PEST : Policy, Economy, Sociology, Technologies" was held.

On 9 October 2007 the next stage of work of the Thematic Panel e-Business ended. Its objective was to reduce the prepared list of macro-priorities to about 10-12 to analyse them in order to formulate theses for the Delphi survey. The work was carried out with the use of an on-line evaluation questionnaire prepared by PENTOR, which enabled evaluation of the proposed priorities against the following criteria:

On 27-29 September 2007 in Budapest an international conference "Technology Foresight Summit 2007" was held. The aim of the conference was to broaden the knowledge and experience in the field of Foresight programmes implementation. The conference gathered representatives of science and industry from all over the world.

On 20 September 2007 at the Polish Academy of Sciences a meeting of the Main Panel of the National Foresight Programme Polska 2020 was held. The meeting was also attended by Managers of Research Area Panels.

On 13 September 2007 in Warsaw a meeting of the Thematic Panel „ Quality of life” was held.

On 19 September 2007 in Warsaw the second meeting of the Thematic Panel „Access to information” was held .

On 31 August 2007 at the Wrocław University of Economics a meeting of the Thematic Panel "Integration of sectoral policies with environmental policy" was held.

31 August 2007 was the closing date of the next stage of work of the Thematic Panel „e-business”, consisting in the preparation of a list of priorities to the previously defined list of macro-themes.

On 3 September 2007 at the Polish Officers' Yacht Club PACIFIC, Al. Wyszyńskiego 1, Augustów, a working meeting of experts of the Thematic Panel "New Materials and Technologies" of the National Foresight Programme "POLSKA 2020" was held.

On 3 and 4 September 2007 Project Managers of the National Foresight Programme "Polska 2020" met with managers and secretaries of Research Area Panels and Thematic Panels. The meeting on 3 September was organised for managers and secretaries of the Panels working in the areas "Security" and "Information and Telecommunications Technologies"; 4 September was a meeting day for managers and secretaries of the Panels operating in the area "Sustainable development of Poland".

On 3 September 2007 at the Economics and Sociology Department of the University of Łódź a meeting of experts of the Thematic Panel “ Product Policy” was held.

In accordance with the adopted schedule, on 16 August 2007 the first stage of work within the Panel "Product Policy", consisting in internal consultations of the Panel members via the Internet, ended. As a result of the consultations the experts proposed 28 research priorities in the field "Product Policy"; the priorities were grouped in 6 macro-themes.

On 30 August 2007 at the Warsaw School of Economics a meeting of the Thematic Panel "Transport", managed by Prof Jan Burnewicz, was held.

On 27.08.2007 the first meeting of the Panel "Civic Society" was held.

On 31.08.2007 a meeting of the Thematic Panel "Civic Society" was held.

On 26 July 2007 at the Central Mining Institute in Katowice a meeting of the Thematic Panel "Natural Resources", managed by Prof. Józef Dubiński, was held.

On 7 August 2007 at the Institute for Ecology of Industrial Areas in Katowice a meeting of the Thematic Panel "Environmental Protection Technologies", managed by Prof. Jan Skowronek, was held.

The Panel's meeting was held on 13.08.2007 at 13.00 at the EUROREG office of the University of Warsaw.

On 28 August 2007 at the Environmental Protection Institute in Warsaw the second meeting of the Thematic Panel "Key Environmental Problems" was held.

On 16 July 2007 the first meeting of the Thematic Panel “Key Environmental Problems”, managed by Prof. Barbara Gworek, was held.

On July 6, 2007 in the IPPT PAN in Warsaw the first meeting of the Thematic Panel "ICT and education", managed by Prof. Maciej Sysło, was held.

On 4 July 2007 the first meeting of the thematic panel Technical and Technological Security was held, during which a preliminary list of risks within the scope of the Panel's activity was generated. Further consultations on the Internet resulted in the formulation of the belo-mentioned 15 risks in the field technical and technological security.

In August 2007 the Research Area Panel „Sustainable Development of Poland” compiled a list of criteria for evaluating research priorities proposed by Thematic Panels.

On July 20, 2007 at the Technical University of Łódź a meeting of experts of the Thematic Panel "New Materials and Technologies" managed by Prof. Piotr Kula was held.

After the last session of the Thematic Panel „Access to Information” in which, as a result of a brainstorming session, a list of about thirty research priorities was geneated, the Panel members continued their work on compiling the final version of the list by way of e-mail correspondence.

In July 2007 the Research Area Panel „Information and Telecommunications Technologies” compiled a list of criteria for evaluating research priorities proposed by Thematic Panels.

On July 6, 2007 in the Institute of Fundamental Technological Research of the Polish Academy of Sciences the first session of the Thematic Panel „ICT and the Society”, managed by Prof. Olgierd Hryniewicz, was held.

The meeting, opened and chaired by Prof. Adam Mazurkiewicz, focused on technical and organisational issues.

On June 27, 2007 in the Staszic Palace in Warsaw the first meeting of the Thematic Panel „Access to information”, managed by Prof. Adam Grzech, was held.

On June 22, 2007 in the Staszic Palace in Warsaw a session of the Main Panel was held. The session participants included also representatives of the Ministry of Science and Higher Education, the Research Area Panel managers, and representatives of the Coordinating Consortium.

On June 13, 2007 at Pentor Research International, a meeting of the National Foresight Programme „Polska 2020” Coordinating Committee was held.

On May 21, 2007 the first session of the Research Area Panel "Information and Telecommunications Technologies", headed by Prof. Jacek Koronacki, was held.

The session followed the Panel experts' work consisting in conducting a survey in the form of an on-line questionnaire. The questionnaire's objective was to identify proposed macro-themes for the individual Thematic Panels within the ICT.

On May 18, 2007 in Łódź the Coordinating Consortium met with representatives of the Entrepreneurship and Economic Development Research Institute: Prof. Bogdan Piasecki (member of the National Foresight Programme’s Steering Committee) and Prof. Anna Rogut.

On March 15, 2007 the Consortium met with representatives of the Polish Confederation of Private Employers Lewiatan. The meeting focused on the possibilities of Lewiatan's active participation in the implementation of tasks within the National Foresight Programme „Polska 2020”.

On March 15, 2007 at the office of Polish Agency for Enterprise Development the Consortium members met with the Agency's President Danuta Jabłońska (the Agency is one of the Partnership Institutions to the National Foresight Programme "Polska 2020", and Ms. Jabłońska is a member of the Main Panel). The meeting was devoted to possible methods of engaging business sector representatives in the implementation of the National Foresight Programme "Polska 2020".

Recruitment is carried out to expert Delphi Survey. Interested persons are requested to fill in a short application form.

After the signature on December 5, 2006 of the agreement between the Minister of Science and Higher Education and the Polish Academy of Sciences' Institute of Fundamental Technological Research - the Coordinator of the Consortium implementing the National Foresight Programme „Polska 2020”, the Consortium undertook preparatory activities for the Programme's official launch i.e. the Project Opening Conference to be held on March 1, 2007.
